A. Typology of PPPs in Greece
Public-Private Partnerships in Greece are governed by Law 3389/2005 and fall into two primary structures:
- Reimbursable PPPs: Private partners operate the project and collect revenue, yet public authorities guarantee baseline expenditure coverage under Law 3389/2005 (distinct from Concession Law 4413/2016 where operational risk is fully assumed by the private party).
- Non-Reimbursable PPPs: Private operators maintain service/infrastructure availability paid via public availability payments, functioning similarly to operational leasing.
B. Institutional & Approval Process
Proposals submitted by public bodies are evaluated by the Government PPP Unit for feasibility and Value for Money (VfM) before being placed on the "List of Proposed Partnerships" and authorized by the Inter-Ministerial Committee for PPPs.
